Investment Incentive Certificates are issued within the scope of the Decision on State Aid in Investments dated 15/6/2012 and numbered 2012/3305.
The Investment Incentive Certificate aims to direct savings to high value-added investments in line with the targets foreseen in development plans and annual programs, to increase production and employment, to increase international competitiveness, to encourage regional investments with high research and development content and strategic investments, to increase international direct investments, to reduce regional development differences, to support investments for clustering and environmental protection and research and development activities.
Incentive Certificate Support Elements
Customs Duty Exemption
Machinery and equipment to be directly procured from abroad within the scope of the Investment Incentive Certificate will also be exempt from the Customs Duty that will arise.
Value Added Tax (VAT) Exemption
An exemption will be applied to the VAT that will arise in the machinery and equipment to be procured domestically or imported from abroad within the scope of the Investment Incentive Certificate.

VAT Exemption for Construction Expenditures
VAT exemption is applied to construction expenditures to be realized within the scope of investments in the Manufacturing Sector with US Code 15 - 37 and investments in Hotel Activities.
Tax Reduction
In investments to be realized within the scope of Investment Incentive Certificate, tax reduction will be applied at the rates determined by the legislation based on the investment amount realized from income or corporate tax within the framework of Article 32/A of Law No. 5520.
This support element is applied within the scope of regional, sub-regional, strategic investments and priority investments.
SGK Employer Share Support
The Ministry of Treasury and Finance covers the part of the employer share of insurance premium that must be paid for the employment added to the average number of workers reported in the monthly premium and service document given to the Social Security Institution with the investment realized within the scope of the incentive certificate, provided that it does not exceed the employment registered in the document for which completion visa has been issued based on the Investment Incentive Certificate.
